Agri SA vergader met DWS oor konsep watergebruikslisensies regulasies | Agri SA meets with DWS on draft water use license regulations

Die leierskap van Agri SA het vandag ‘n konstruktiewe vergadering met amptenare van die Departement van Water en Sanitasie (DWS) gehou om die onlangs gepubliseerde konsep hersiene regulasies rakende die prosedurevereistes vir watergebruiklisensie-aansoeke en -wysigings te bespreek.

Die DWS het sy voorneme verduidelik dat die bepalings rakende swart Suid-Afrikaanse aandeelhouding ten opsigte van lisensie-aansoeke beperk sal wees tot nuwe aansoeke en nie sal strek tot bestaande watergebruiksregte nie – ‘n kritieke onderskeid vir die voortgesette lewensvatbaarheid van Suid-Afrika se kommersiële landbousektor, wat op sy beurt die grondslag vir Suid-Afrika se voedselsekerheid is. Agri SA sal sy reaksie in die lig van die verduideliking oorweeg en sal sy kommentaar op die konsepregulasies voor 18 Julie 2023 aan die Departement finaliseer.

Agri SA het ook sy begeerte uitgespreek dat die konsepregulasies in lyn moet kom met ander huidige sektorspesifieke strategieë wat daarop gemik is om Suid-Afrika se voedselsekerheid te beskerm.

Agri SA en die DWS het hul verbintenis tot voortgesette gesprekvoering met die finalisering van die konsepregulasies en ander sake in die toekoms bevestig. Alle verteenwoordigers was dit eens oor die belangrikheid daarvan om ‘n volhoubare en meer inklusiewe landbousektor te skep sonder om die land se voedselproduksie te ondermyn.

Today, the leadership of Agri SA held a constructive meeting with officials from the Department of Water and Sanitation (DWS) to discuss the recently published Regulations regarding the Procedural Requirements for Water Use Licence Applications and Amendments.

The DWS clarified its intention that the provisions regarding black South African shareholding with respect to license applications would be limited to new applications and would not extend to existing water use entitlements – a critical distinction for the ongoing viability of South Africa’s commercial agriculture sector, which in turn is foundational to South Africa’s food security. Agri SA will consider its response in light of the clarification and will finalise its comments on the draft regulations to the Department before 18 July 2023.

Agri SA also expressed its desire for the draft regulations to align with other current sector-specific strategies that are aimed at protecting South Africa’s food security.

Agri SA and the DWS confirmed their commitment to ongoing engagement on the finalisation of the draft regulations and on other matters going forward. All representatives agreed on the importance of creating a sustainable and more inclusive agricultural sector without undermining the country’s food production.
