Agri SA reaksie op nasionale rampverklaring | Agri SA responds to the national state of disaster declaration

Agri SA neem kennis van die aankondiging van die Minister van Samewerkende Regering en Tradisionele Sake, dr. Nkosazana Dlamini Zuma, om Suid-Afrika as ‘n nasionale rampgebied te verklaar. Dit is vir Agri SA onduidelik die rasioneel agter ‘n nasionale rampverklaring ten opsigte van droogte gegewe aangetekende reënvalsyfers en produksietoestande in die meeste van die provinsies.
In die geval van so ‘n verklaring moet die regering alle hulpbronne beskikbaar stel om die lyding van almal in droogtegeteisterde gebiede te verlig. In die praktyk beteken dit die implementering van die nasionale rampbestuursplan en die beskikbaarstelling van store, toerusting, voertuie, fasiliteite en personeel om die plan effektief en doeltreffend uit te voer. Spesifiek in die provinsies waar droogte vir die afgelope vier tot vyf jaar al duur.
‘n Geïntegreerde en eenvormige benadering tot rampbestuur deur alle provinsiale staatsorgane, provinsiale statutêre amptenare, nie-regeringsorganisasies en landboustrukture wat betrokke is by rampbestuur in hierdie provinsies en deur die privaatsektor, is nou van kritieke belang.
In die lig van bogenoemde, doen Agri SA ‘n beroep op die Minister om dringend met alle belanghebbendes te vergader om die volgende vas te stel:
- Die provinsies wat die ergste geraak word deur die droogte;
- Rol en verantwoordelikhede van elke belanghebbende;
- Areas van samewerking;
- Moontlike risiko’s wat hulpverlening kan ondermyn en strategieë om dit te mitigeer
- Identifiseer en prioritiseer die gebiede wat onmiddellik hulp benodig;
- Aktiveer die aksieplan; en
- Monitor en beoordeel die koste-effektiwiteit en impak van hulpverlening.
Die geleentheid ten opsigte van herpriorisering van onaangewende fondse binne die verskeie departemente voor die einde van die finansiële jaar behoort deeglik benut te word vir finansiële steun ten opsigte van die rampverklaring.
Agri SA bied sy kundigheid en netwerk aan om die regering te help om alle gebeurlikheid- en noodlenigings-reëlings suksesvol in droogtegeteisterde gebiede te implementeer.

Agri SA acknowledges the announcement by the Minister of Cooperative Governance and Traditional Affairs, Dr. Nkosazana Dlamini Zuma to declare a national state of disaster in South Africa. The rationale behind this national disaster declaration remains unclear due to good rains and good production prospects in most provinces.
In the event of such a declaration, government has to make available all resources to alleviate the plight of all those suffering as a result of this disaster. In practice it means implementing the National Disaster Management Plan and making available stores, equipment, vehicles, facilities and personnel to execute the plan effectively and efficiently, specifically in provinces where there is persistent drought for the past four to five years.
An integrated and uniform approach to disaster management in all provinces by all provincial organs of state, provincial statutory functionaries, non-governmental organisations and agricultural structures involved in disaster management in these provinces and by the private sector, is now of critical importance.
In view of the aforementioned, Agri SA appeals to the Minister to meet urgently with all the stakeholders to ascertain the following:
- Provinces that are most severely affected by the drought;
- Roles and responsibilities of each stakeholder;
- Areas of collaboration;
- Possible risks that might undermine relief efforts and strategies to mitigate it;
- Identify and prioritize the areas that require immediate assistance;
- Activate the action plan; and
- Monitor and asses the cost effectiveness and impact of relief efforts.
The reprioritization of unutilized funds in various departments presents an opportunity that must be thoroughly utilized before the end of the financial year in support of this disaster declaration.
Agri SA commits its expertise and network to assist with governments’ efforts to successfully implement all contingency and emergency arrangements in drought-stricken areas.
